Fraser Coast Regional Council will lead a major $5.2 million initiative to renew ageing sewer infrastructure across the Wide Bay Burnett region, helping prevent leaks, blockages and costly breakdowns.
At its 10 December meeting, Fraser Coast Regional Council approved a two-year contract for the Wide Bay Burnett Urban Water Alliance (WBBUWA) Sewer Relining Program, covering 2025/26 and 2026/27. The work has been awarded to Interflow Pty Ltd, a specialist in trenchless pipe rehabilitation.
The program will upgrade deteriorating sewer pipes in six council areas: Bundaberg, Cherbourg, Fraser Coast, Gympie, North Burnett and South Burnett.

Many of the sewer pipes in the region were installed decades ago and are starting to show signs of wear. Rather than digging up every old pipe, contractors install a new lining inside the existing pipe – like putting a sleeve inside an old jacket. It strengthens the pipe, reduces leaks and blockages, and minimises disruption to streets and backyards.
The collaborative approach through WBBUWA delivers significant cost savings for participating councils. By joining forces, councils can secure bulk contracts and achieve better value for money than working alone. Since 2016, this alliance has delivered more than $22 million worth of sewer relining across the region.
As lead council, Fraser Coast will manage the contract on behalf of the alliance, while each council funds work within its own area. The program includes:
- Cleaning and inspecting sewer pipes with CCTV
- Installing new linings inside old pipes
- Reconnecting properties to renewed pipes
- Managing traffic changes and notifying residents
- Certifying completed works
Work on Fraser Coast’s network is scheduled for the 2026/27 financial year.
Proactive maintenance like this prevents major bursts, sewer overflows and emergency repairs, which are far more disruptive and expensive. It also reduces groundwater and stormwater entering the sewer system, saving on treatment and pumping costs.
State government funding, through QWRAP, initially helped the alliance establish sewer relining processes across the region, transforming one-off projects into a rolling business-as-usual program that has been delivering a region wide solution for almost a decade. This approach also allows WBBUWA to share its expertise with other alliances across Queensland.
